You might have some luck with public ones but IMHO, private vpn's are so much more reliable

They've been filtering popular trackers by useragent for quite some time now, just change your useragent to something else and you'll be able to connect again

Peer Guardian just blocks certain IP ranges from accessing your PC doesn't do anything to increase your speeds except perhaps block 'fake peers'

As long as you have an internet connection utorrent should work fine
