I always thought sempoi mean like a casual/informal but cool look. Like you would want to look sempoi when going out with your gf, but not to the office.

I tested this in the late 90s. We studied how local culture influences art and architecture. One of the starting study was on language and vocabulary, and one of it was "sempoi".

Our conclusion was sempoi has positive and negative conotations. "Simple" that u mentioned is positive, synonymous with cool, relaxed, laid back.
