what i get was:
1) before i edit user agent, i have some "blue" download but speed around 15kB/s
2) after edit user agent, it went full speed like 40kB/s (mine is 512 package)
3) but both condition, the seed is not there also, still remaining 0
4) all tracker shows "Proxy connect error: No connection could be made because the target machine actively refused it."

From what i know, emule cant be block in anyways. You can connect to anyone else without any problem. But only thing is that you will have difficulty to connect to servers, the same case like hard to get trackers as BT. And when you are being block or partially block to servers, you will get low id and eventually low speed.

for emule, just need to make sure your port is forwarded to obtain a high id, and most important to upload enough to get high queue-ing point.

I experience low speed too last week, Fri to Sun, but after Mon, it's back to normal.
A picture below. Mine is 512 package
