Could be a few reasons, the peer you connected to might have disconnected you. Though it is more likely you got throttled, but if you can download means this solution has worked for you. This solution doesn't improve your download speeds.

The proxy port and your bittorrent port are different. You only need to set the proxy port, leave your bittorrent port alone. If your proxy server is running on port 8080, then set the proxy port to 8080.
