My rig quite similar to your setup, basSist.
I'm using Mushkin 1Gb x 2 at 800Mhz 1:1 5-5-5-12 at 2.1v. Currently running at 3.2Ghz running on AlphaCool water cooling at stock voltage. CoreTemp idle at 42 degrees load at 50 degrees

Also, as chipset waterblock is quite small, you might have too high pressure drop which might do more harm than good. The advice is to use either good active or passive chipset cooler such as thermaltake HR05. Rest of the component is good. Also a first timer watercooler here and been taking me almost a month to find a best way to setup my rig. As I'm using Centurion 5 (Which I feel looks good, good air flow and good price), I can't really mount the whole thing inside the casing. So I drill 2 hole for the water pipe on the top to mount my radiator, screw the reservoir at the back and put my pump at the 5.25" mounting. Memory timing is not so important in C2D. Most between 2 extreme timing is around 5%. Also, I don't see much gain after 3Ghz and above. Most likely our Graphic card can't keep up with the procs.

To me to get a RM 1000 board to overclock the E6300 doesn't really make sense. Might as well get a E6600 and use P965 to overclock. You get a better proc with more cache.
