Any shop with repair service will do since changing batteries is a relatively simple process, except when the connector is bent/ broken during removal which in that case soldiering is required.

Though I don't think it's worth the money to replace the batteries since the carts are most likely all pirated (the only genuine GBA game that requires batteries are the ones with RTC function).
