Ok, I just tried it. And it accepts credit card! I think that it is actually a webapp packaged into an app. You can see some message mentioning about browser version and the URL epayment.tnb.com.my.

MyTNB app only. The online version only accepts Maybank direct debit from saving account.

PBB already started with the pin and pay since last year? I got my card last year with pin + paywave. Not sure if the pin is different from the current pin and pay.

No minimum spending. The RM833.33 is the maximum amount to get the maximum cashback of RM50. (RM50/0.06=833.33) Anything more than that, you wont get any any cashback.

If you mean the GST in the transaction, I don't think the bank can track that. But the cashback is calculated based on the final amount of the transaction. (GST included)
