Open game worlds are definitely more CPU intensive than games with fixed levels. A race in a Forza title is just constrained to a single track. That's why even on console Forza 5, 6 and 7 were able to achieve 1080p/60fps. Forza Horizon needs to crunch a lot more data in real time, which requires CPU rather than GPU resources. So yes, Forza Horizon 3 uses more CPU resource than Forza Apex.edited for correction
