Not sure if you're aware, but that's a post from over 2 years ago. Anyway...

An inactive line (during its grace period) normally can only receive calls and text, cannot call/text out and cannot use any data too.

So basically, in order to use data packages (whether free or paid), the line has to be activated.

 

Change to:
