lucio requires a lot of predictions if you are shooting from far range as you already know.
what i normally do is, if i can't predict the enemy's movement's, i just try to spread my shots.

using the above image as example.
if i couldn't predict how the enemy is going to move, i'll try to shoot the within the Cyan box in a sweeping method.
since one burst is 4 shots, so i'll try to land my shots in Cyan 1234, 4321. what i usually try to do is to at least land 1 or 2 hits on the enemy by "trapping" or "boxing" him within my shots, with my first and last shot trying to predict for the shots to land on the furthest distance he can cover in either left or right direction. even if he didn't move, hopefully your 2 or 3 will hit him. try to train your shots with medium range first instead of sniping unless that's a turret or bastion.
if lets say the enemy's health is low and there's a health pack on the left side of the Green box, you know for sure that he is going to make a dash for the health pack and thus you are able to predict his movements. as you shoot, track your aim a little bit in front of the enemy and chances are you might be able to hit all 4.
another thing you can do in close range combat. usually i'll shoot while speed boost towards the enemy or get in within punching range. shoot, punch, turn around, shoot, punch and repeat (this does not apply if your enemy is rein unless he is really low on health)
if you feel like you are not going to win the close fight, right click to push them away.
i suppose the effective right click range is just a little bit further than punching range?
