No. Everything the telco in one country offers (in your case, Malaysia) does not extends to another country.
Once out from home country (in your case, out from Malaysia), anything will be charged on roaming basis.
But there's telco like Umobile offering free data roaming in certain countries (in our case, Singapore) for free for certain more high end packages.

For me, I need to make lots of calls for my work nature. Not worth getting data plan from Umobile to be used here. The roaming call charges can kill me anyday.
Currently using Singtel SIM Only plan. The most basic package is only $20 + $5 caller ID = ~$26. I added 800mins pay around $36 per month.
