noob here, can explain why USO price tracking of WTI is lower than WTI price itself? and vice versa, when it's doing 100+usd when WTI itself is way much below that?

using ibkr, i noticed i couldnt trade in fractions now, which earlier before this was possible. anyone facing same issue?
weird thing is when i check trading permissions, i couldnt find any fractions option
