Believe the mall owner is super rich, may be he wanted the place to open his own supermarket.

Mean the black or parallel economy is thriving, which is normal in highly taxed society. Law abiding citizens spent large portion of income on taxes and left little for disposable income. Those in parallel or black economy made tons of $ from skipping taxes or making $ tax free. One could expect the parallel economy to grow to a substantial portion of GDP.
