Yes, but its not paid by gold to maintain their loyalty anymore. Instead it will be replace by missions.

I hope it has a good in-game tutorial for beginners. It's really hard to jump straight into Civ V for someone who has zero experience with the game(unlike Starcraft / Warcraft).
