Found this in reddit and it works on my Windows

edit your config.py file (in C:\Users<your username>\AppData\Roaming\Kodi\addon\plugin.video.icdrama\lib)

change

base_url = 'http://icdrama.se'
to

base_url = 'http://icdrama.to'
save and resume binge watching!
