I believe the power here is not the problem but like goldfries said maybe the vcore needs a bit more and the ram timing needs loosen. A better PSU is also recommended because you overclock and you need stability on the rails and you dont want to blow the whole system right?

Try to do 5-4-4-11 see if it still restarts.
