My i5 6500 (non-overclocked) is cooled by the stock cooler. It's quiet enough for me (my Corsair PSU is louder), even when gaming with the onboard graphics. Since you have no intention to oc your 6700, I suggest you stick with the stock cooler.

Cryorig M9i is the budget champ.
IMO, Intel stock cooler is the easiest to clean due to the least amount of fins.
