Power consumption is irrelevant since most reviews often use very unrealistic loads (aka worst case scenario) which are generally not reflected in real world use - note Anandtech uses OCCT for stress testing.
Even the power consumption of the whole system (i.e. a GTX970 with a 6700K) at Prime95 (again it's not a real world test since Prime95 is a highly synthetic test intended to stress the CPU to the max) is just 121W.

Don't bother with underclocking and undervolting - you'll be losing performance and stability (lowering Vcore can render your system unstable)
Even if you managed to do so - the trade offs is just not worth it. The CPU itself already has a lot of power saving measures.
6700T is not sold in retail markets - they are intended for OEMs only.
