I had the same problem once.Call the Customer Service Centre and inform the customer representative you'd like to make a foreign transaction. You should have no problems following this. I suspect this may be a safety feature put in place for new card holders.
I've thus far successfully used the card to verify my PayPal account, make an eBay purchase from Japan and used it for a purchase from Play-Asia (an online store based in Hong Kong).
