Windows 10 - desktop shortcut always mess up after, restart

I have this problem for a long time. Everytime, i re-arrange the icons on the desktop, after shutdown and power up next time. The icons is again back to the old positions. And it is very weird. Like these locations fixed. For example, there'll always one icon go to near the bottom of the screen. It might be a different shortcut, but somehow, the position remains. And only some of these icons will move around. The rest seems to stay in place. I've googled lots of stuff, including changing registry blah, give full administrator rights blah, but nothing works.  Please help!

I have the same issue but not by restarting the pc, every time I run an app (eg classic games 640x480), my shortcuts will be messed up when I get back to desktop's default resolution.

The HTPC is connected to the TV, display never changed. Alway 1080p (or a bit less since need to scale back a bit to match the overscanning). Using AMD Radeon 5450 (or 6450, forgot).
