RM38 first basic was a limited time promotion. i don't think they would offer any upgrade for a limited offering plan. 45 first blue is an existing plan. and they decided to upgrade the plan to compete with other telco specifically digi 50.

i think it's worth to change to 45 first blue from 38 basic, considering the data offered while having the same free mins call. is 45 blue the best plan in town? definitely not. is it a worthy upgrade from 38 basic? definitely yes.
