now u ever wonder how can selangor can retain surplus budget while totally different story  with penang  which had deficit budget for 8th year since 2008... both are pakatan states.. so what u are going to answer now?

You do know that this was a tabled budget and not the actual results right? Actual results is as per below commenter.
