Guys I just got the V3219TU and when i play games the graphics seems to shiver a lot anyone encounter this problem?

I bought the V3219TU and I wish to format my laptop but the os is inside the recovery in drive D. I heard from the sales personnel that I can just format by using the recovery drive but can't can get what he mean. Anyone can help? Thanks.
