 Myvi 1.3 overheat while in slow drive

hi ,
need some advise on my car issue. the heat meter will easy go up when I was in a jam or slow drive (with A/C is on). even I stop my car on a side (with A/C is turned on) while waiting someone the heat will go up also. but when I was drive in the high way there is no issue on heat go up.

what I try last night:
1) add water, start engine and A/C
2) after start my car (without on A/C), the fan is not turning
3) after I turn on A/C also the fan is no turning
4) start the car, turn on A/C, step on gas for a while, the fan still not turning

today:
1) start my car and turn on my A/C, in slow drive (near school area)
2) the heat starting go up
3) turn off the A/C until I reach highway only turn on A/C
4) there is no heat up during while I in highway until I reach my office
5) once I parked my car (the car is not moving), with A/C is on then the heat start going up

please advice

sorry, I think I miss out one point also. after I parked my car I saw the fan is moving. this park really killing me =.="

I think I miss out one part, is when I parked my card I saw the fan is moving =.="

many thanks to all the reply, it growth my knowledge.
finally answer is out, the radiator fan finally is spoil. need to change.
