Because if your phone doesn't support band 5, you will be connected to 3G network and they doesn't want any congestion on 3G network.

Webe support more device? Are you telling a joke? It's the other way round bro, devices need to support band 5 and band 40(when webe eventually launch it later) to access their network. They can't just magically force a phone without band 5/40 support to connect to their network.

My whole point is why bother to use webe while paying 60 extra and only able to connect 3G. Only people not in their right mind would. Why bother with 3G when VoLTE is readily available. 3G is less efficient than 4G

Why do you meant by not LTE? Webe is running on band 5 which is uncommon in asia but still LTE. Just because it uses band 5 unlike generally other telco using band 3/7, that doesn't disqualify their network from LTE
