UNIVERSITI PENDIDIKAN SULTAN IDRIS (UPSI) / SULTAN IDRIS EDUCATION UNIVERSITY

Sultan Idris Education University (University Pendidikan Sultan Idris) UPSI is a public university in the town of Tanjung Malim, Perak in Malaysia. First established in 1922 as a teachers college, it is one of the oldest functioning institutions of higher learning in Malaysia.

The first teacher training center in Malaya was originally located in Taiping and was known as the Matang Teacher Training College. Opened in 1913, the house of the Malay noble of Taiping, Ngah Ibrahim served as the first teacher training college in Malaya until it was shifted to Tanjung Malim nine years later and given the name of the Sultan of Perak at that time. The history of UPSI as we know it today dates to 1922 when the university was then known as the Sultan Idris Training College (SITC). It was set mooted by the then deputy director of Malay schools, R.O. Winstedt as a training college for Malay teachers. Named after the late Sultan Idris Murshidul Azam Shah, the 28th Sultan of Perak, the college was opened on 29 November 1922 by the chief secretary of the Federated Malay States, Sir George Maxwell.

The initial instructional regime required students to complete a three-year course of training where traditional skills and arithmetic were taught. With the adoption of the Education Ordinance 1957 based on the recommendations of the 1956 Education Committee Report (better known as the Razak Report), the training course was extended to five years and new subjects were introduced. SITC also came to be officially known by its Malay name, Maktab Perguruan Sultan Idris (Sultan Idris Teachers College) or MPSI.

In 1976, MPSI became co-educational with the admission of the first batch of 150 female students. In 1987, MPSI was upgraded and renamed Institut Perguruan Sultan Idris (Sultan Idris Teachers Institute) or IPSI and new courses were made available leading to a degree conferred by Universiti Pertanian Malaysia (today known as Universiti Putra Malaysia).

IPSI was upgraded to a full university bearing its current name on 1 May 1997 in line with the plans by Malaysia to increase the number of graduate teachers in primary and secondary schools.

UNIVERSITI TEKNOLOGI MARA (UiTM) / MARA UNIVERSITY OF TECHNOLOGY

UiTM begins its genesis as RIDA (Rural & Industrial Development Authority) Training Centre was the inspiration of Dato' Onn Ja'afar, the founder and former president of United Malays National Organisation (UMNO). The idea was conceived as a result of a study visit to Ceylon in 1951 (now Sri Lanka) to look into its rural development programme in 1951. A resulting working paper outlined the establishment of RIDA (Rural and Industrial Development Authority) and its objectives of rebuilding the rural society, as well as improving rural the community's economy.There were two centres under the auspices of RIDA : Taman Asuhan RIDA (Kuala Lumpur) and Dewan Latehan RIDA (Petaling Jaya). Dewan Latehan RIDA began operations in November 1956 under its first principal, Tuan Syed Alwi bin Syed Sheikh Alhadi. It was officially opened by Dr Ismail bin Dato' Abdul Rahman, the Minister for Trade and Industry on 14 February 1957. Dewan Latehan RIDA became known as Maktab MARA or MARA College, in June 1965.The name change also meant that the college no longer operated under RIDA, instead became the most important unit of the MARA Training Division.

MARA Institute Of Technology 1967 - 1999 (ITM)

MARA College was officially renamed Institut Teknologi MARA on 14 October 1967. Its establishment came as a response to a crucial need in the country for trained manpower at professional and semi-professional levels, especially among bumiputeras. This shortage was identified through a manpower survey conducted by the government in 1965 collaboration with the United Nations.

ITM's rapid development during those years had come about with the expansion of its educational programmes, which were in line with the requirements of an increasingly demanding job market. Many courses were internationally affiliated and the institute offered advanced diploma courses, which were the equivalent to general degrees.

ITM's development is best seen from three phases that spanned a period of 32 years. The first phase (1967-1976) came with the declaration of the institute as an autonomous body with its own 300-acre campus in Shah Alam, and was placed under the Ministry of Rural Development.

The second phase (1976-1996) saw ITM rapidly harnessing its potential as an institution of higher learning. It led to the passing of the ITM Act of 1976 that placed the institute directly under the Ministry of Education.

The third phase (1996-1999) came about as a result of an amendment to the 1976 Act which put ITM on par with all the universities in the country. For functional purposes, ITM was granted all the powers of a university. But its historical name was retained until August 26, 1999.

MARA University of Technology (UiTM)- August 26, 1999

In August 1999, the then Prime Minister of Malaysia, YAB Dato' Seri Dr Mahathir Mohamad announced the change in name of ITM to Universiti Teknologi MARA (UiTM). With such acknowledgement from the government, a major restructuring exercise was carried out in order to consolidate the University's resources for optimum productivity.

UiTM aspires to be world class in all its endeavours and forges ahead in a direction that is in tandem with the latest developments in the world. As UiTM moves forward, it remains focused on academic excellence, innovation, socio-economic goals, worldwide accreditation, globalisation and new technologies in order to contribute to industry and national development.

Act 173 was drafted in conjunction with the establishment of UiTM. It is deemed essential as the Act provides guidelines for maintenance and smooth administration as well as other pertaining matters. The Act also serves as an acknowledgement of the institution’s transition from an institute to a university, and the authority bestowed upon it to function like any other university. This includes the offering of courses of studies and the conferment of degrees at all levels.

INTEC EDUCATION COLLEGE

INTEC Education College (formerly known as the Centre for Preparatory Studies or Pusat Pendidikan Persediaan (PPP) goes back to 1983 when UiTM (the then ITM) was given the task of preparing overseas bound students with the necessary academic skills and knowledge before continuing their studies abroad. To date, thousands of students who began their studies at this campus had successfully completed their university education studies at prestigious universities in the United States, United Kingdom, Australia, New Zealand, Germany, France, Japan, Korea and the Middle-East.

In the year 2000, the college changed its name to Overseas Preparatory Programme (OPP) or Program Persediaan Luar Negeri (PPLN). In 2001, it was known as the International Education Centre (INTEC). This name was used for 9 years until in 2010, the college was known as International Education College (INTEC), instead of ‘Centre’. In 2014 after INTEC received the license to operate as a private tertiary institution, it introduced Diploma programmes for SPM leavers. INTEC has become the centre for Professional Accountancy Programme. INTEC offers courses like Certified Accounting Technicians (CAT) and The Association of Charted Certified Accountants (ACCA).

On top of all, INTEC provides excellent learning facilities including well-equipped computer labs, science and language labs, sophisticated library with adequate references, sports and recreational facilities, counselling services, support for comprehensive student activities as well as multi-purpose halls. UNIVERSITI MALAYSIA TERENGGANU (UMT) / UNIVERSITY OF MALAYSIA, TERENGGANU

UMT began as Universiti Pertanian Malaysia's Centre for Fisheries and Marine Science, located at Mengabang Telipot, Kuala Terengganu. It provided facilities for both students and lecturers from the Fisheries and Marine Science programmes to conduct their practical sessions and also research.

Eventually, the Faculty of Fisheries and Marine Science of Universiti Pertanian Malaysia (UPM) in Serdang was transferred to Kuala Terengganu, and the Centre transformed into a branch campus, being renamed Universiti Pertanian Malaysia Terengganu (UPMT) in June 1996. The name of the faculty was also changed to the Faculty of Applied Sciences and Technology. Also formed were the Faculty of Science and Professional Literature and the Matriculation Centre.

Later on, the Cabinet of Malaysia had approved the establishment of Terengganu University College (KUT) on 5 May 1999 as an associate campus of UPM. Then Terengganu University College was given autonomy on 1 May 2001 and was renamed the Malaysian Science and Technology University College (KUSTEM) on 20 June 2001.

On 1 February 2007, KUSTEM was given the status of a full-fledged university, and with that elevation, it was renamed again and remain to this very day as Universiti Malaysia Terengganu / University of Malaysia, Terengganu.

UNIVERSITI TUN HUSSEIN ONN MALAYSIA (UTHM) / UNIVERSITY OF TUN HUSSEIN ONN MALAYSIA

The establishment history of Universiti Tun Hussein Onn Malaysia / UTHM started off on September 16, 1993. The university was formerly known as Pusat Latihan Staf Politeknik (PLSP). The core business of PLSP then was to train and produce polytechnics academic staff to become knowledgeable and skilful in various engineering fields. The training institute was jointly administered by Universiti Teknologi Malaysia and the Ministry of Education Malaysia.

Three years later, PLSP was upgraded to Institut Teknologi Tun Hussein Onn (ITTHO). Dato’ Sri Mohd Najib bin Tun Abdul Razak who was then the Minister of Education made the official announcement of the new status on April 12, 1996. This promotion is an acknowledgment to the institution that has excelled in producing human resources for technical education.

On September 27, 2000, the institute achieved another milestone when the Malaysian government agreed to award a university-college status to the institute. This was to recognise its contributions in science and technology-based development as well as in helping the nation to achieve its aspiration. With the new status, the institution was known as Kolej Universiti Teknologi Tun Hussein Onn (KUiTTHO) and the official announcement was made by Tan Sri Dato’ Seri Musa bin Mohamed, the then Minister of Education.

KUiTTHO continued to grow and progress, producing graduates who were skilful, knowledgeable and competitive. Consequently, the Malaysian government, on September 20, 2006, agreed to award the university-college a full university status and changed its name to Universiti Tun Hussein Onn Malaysia. On February 1, 2007, Datuk Mustapha Mohamed, the Minister of Higher Education officially announced the change of status. Subsequently, Dato’ Seri Hishamuddin Tun Hussein Onn then made the official declaration of the change of name on March 2, 2007.

UMP was established by the Government of Malaysia on February 16, 2002. UMP was set up as a competency based technical university which specialises in the fields of engineering and technology.

UMP is located on the east coast state of Pahang, the biggest state in Peninsular Malaysia with vast areas of rainforest endowed with a wide range of biodiversities and natural resources.

UNIVERSITI MALAYSIA PERLIS (UniMAP) / UNIVERSITY OF MALAYSIA, PERLIS

UniMAP is Malaysia's 17th public institution of higher learning. It was approved by the Malaysian Cabinet on May 2001. Originally known as Kolej Universiti Kejuruteraa Utara Malaysia (KUKUM), or Northern Malaysia University College of Engineering, it was renamed as Universiti Malaysia Perlis (UniMAP) in February 2007. The first intake consisted of 116 engineering students who started classes on June 2002. Currently, UniMAP has approximately 13,488 students and a workforce of more than 2,193 academic and non-academic staff members. It offers 25 undergraduate programmes that lead to Bachelor in Engineering, 13 undergraduate programmes that leads to an Engineering Technology degree and two undergraduate programmes that lead to a Bachelor in Business. We also offers six Diploma in Engineering programmes and 39 postgraduate programmes that lead to Masters and PhD degrees.

UniMAP graduates are nurtured to become competent practitioners in their area of specialization and to have the confidence to explore entrepreneurial possibilities upon graduation. They are expected to not only exhibit excellence in the knowledge and skills that are directly related to their specialized fields of study, but also to demonstrate outstanding proficiency in both communication and ICT skills, as well as possess unsurpassed traits of professionalism and patriotism.

Most of the engineering programmes at UniMAP have an electronic-based focus. However, both basic and applied studies on other fields of engineering and technology that support the advancement of engineering are also actively pursued here. In addition, International Business, Engineering Entrepreneurship and an MBA in Engineering Management are also on offer. The International Business programme is designed to produce global-business leaders who could function and compete effectively in the globalized market place. The Engineering Entrepreneursip programme aims to equip today's generation of 'technopreneurs' with an excellent entrepreneurial knowledge on managing industrial and technology-based businesses, whilst the MBA in Engineering Management is designed to produce competent managers for the engineering and technology sectors.

Terengganu, Malaysia has long been known for its scholarly tradition. Sultan Zainal Abidin III, who reigned from 1881 to 1918, made the Terengganu Palace a centre of Islamic knowledge and is considered by many to have been one of the state’s most pious rulers. Today, Sultan Zainal Abidin University (UniSZA) continues this tradition. First established as an Islamic college in 1980, UniSZA has expanded rapidly over the years, becoming a public university in 2006.

UniSZA takes great pride in continuing the legacy of providing excellence in education to all. Fast growing and dynamic, UniSZA offers a comprehensive array of programmes for study including language, design arts and engineering technology, Islamic studies, law, international relations and accounting, business and economics, bioresources, food technology, information technology, social sciences as well as medicine and health sciences.

The University operates four campuses, each with its own area of specialisation. The Gong Badak Campus located just north of Kuala Terengganu is the main campus for the university, accommodating over 7,000 students and housing seven faculties on over 140 hectares of land. UNIVERSITI PERTAHANAN NASIONAL MALAYSIA (UPNM) / NATIONAL DEFENCE UNIVERSITY OF MALAYSIA

UPNM was formerly known as Akedemi Tentera Malaysia (ATMA) or the Malaysian Armed Forces Academy which was established on June 1, 1995. The institution was also branded as the sole organization responsible in upgrading the knowledge and academic status of the armed forces by offering bachelor degree courses in fields of engineering, sciences and managements while not neglecting the basic requirements of military training.

The bachelor degree courses were accredited and awarded by University Teknologi Malaysia in the beginning. Lecturers – some from within the armed forces, some hired by the academy and the rest deputised by UTM where all were fully committed to changing the face of the Malaysian armed forces.

In November 10, 2006, ATMA’s responsibility was recognized and further given a boost when it was upgraded to university status creating the current UPNM. The establishment of the university was announced by our former Prime Minister Datuk Seri Abdullah Ahmad Badawi during the Budget 2007 reading at the Malaysian Parliament. The setting of the university cost was RM500 million and was fully borne by the Government of Malaysia.

The university’s first intake of students was for the 2007/2008 session which amid new changes having admission the first intake of civilian undergrads. Universiti Pertahanan Nasional Malaysia prepares the Malaysian military and civilian leaders to better address national and international security challenges through multi-disciplinary educational programmes, research, professional exchanges and outreach.

Though the university was not too long ago established, it has already chalked up over 11 years of experience in education and training since 1995 with over 1000 graduates in the fields of engineering, computer science and management. These graduates have all been successfully inducted and now suit as full officers in the Malaysian Army, Royal Malaysian Navy, Royal Malaysian Air Force, also in other Government Sectors and Non Government Sectors.

PUBLIC SERVICE QUALIFICATION RECOGNITION SYSTEM - E-SISRAF

A recognized qualification or an equivalent qualification is to become one of the main conditions for appointment in the Malaysian Public Service as specified in the schemes of public service. Article 17 of the Regulations of the Public Officers (Appointment, Promotion and Termination of Service) Regulations 2012 states:

QUOTE
" If there is any doubt in any scheme of service or advertising the vacancy on the purpose of the qualification recognized as equivalent to the scheme of service required, the matter shall be referred to the Director General for the Civil Service."


Public Service Department (JPA) has issued Circular No. 8 of 2002, entitled "List of Qualifications Recognised by Government To Be Used In Appointment to the Public Service" . The circular inform the Appointing Authority (AA) should check the status of the recognition of the qualifications of candidates for appointment to positions in the Public Service as required in the schemes of service.

Recognition of qualifications from higher education institutions within and outside of Malaysia are only involved tertiary studies at Certificate, Diploma and First Degree levels.

MALAYSIA QUALIFICATIONS REGISTER - MALAYSIA QUALIFICATION AGENCY (MQA)

Introduction

Section 81 of the Malaysian Qualifications Agency Act 2007 (Act 679) provides that the Agency shall establish and maintain a national register known as the Malaysian Qualifications Register (MQR), containing programmes, qualifications and higher education providers accredited under the Act.

The MQR is the reference point for accredited programmes awarded by higher education providers. These programmes or qualifications (i.e. certificate, diploma, advanced diploma, or degree) must conform to the Malaysian Qualifications Framework.

Objective

The objectives of the MQR are :

(i) to provide information on accredited programmes and qualifications;
(ii) to enable stakeholders to know, understand and make comparison on the features of a qualification and its relationship with other qualifications;
(iii) to facilitate the credit transfer process.

Introduction : Provisional Accreditation

Provisional Accreditation is a “candidacy assessment” to determine the strength of the curriculum to be offered and the readiness of its delivery support system before it is offered to the public.

Provisional Accreditation is granted with a validity period to a particular programme. The programme is required to undergo a Full Accreditation exercise prior to the expiry of the validity period.

MALAYSIA SKILLS QUALIFICATION REGISTER

Skills qualifications listed are administered under the purview of the Skill Development Department (JPK), Ministry of Human Resources. JPK is responsible for the evaluation and accreditation is the in full accordance with the provisions of the National Skills Development Act 2006 (Act 652).

Skills qualifications accredited and listed are in line with the enforcement of Malaysian Qualifications Agency Act 2007 (Act 679).

As per topic above, the national higher education policy stated the Malaysian citizens must received quality higher education, competitive and internationally recognised. Malaysia has invited several foreign Universities from United Kingdom (UK), Ireland, Australia, Japan, China and India to open their branch campuses in Malaysia in which has transformed Malaysia into a higher education hub in ASEAN and Asian region in general.

Malaysia Campus History

Following an invitation from Datuk Seri Najib Tun Razak, Malaysia’s then Education Minister and current Prime Minister, to establish an overseas campus, a partnership between Boustead Holdings Berhad, YTL Corporation Berhad and The University of Nottingham was formally announced in 1998.

The University of Nottingham Malaysia Campus opened in September 2000. This development was a fundamental part of Nottingham's vision to become a truly global university for the 21st century and beyond. It was the first ever branch campus of a British University established outside of the UK and this innovative concept earned the University the prestigious Queen’s Award for Enterprise in the field of international achievement – the first time such an award had been bestowed on an academic institution.

The University of Nottingham Malaysia Campus (UNMC) welcomed its first students in September 2000.

Semenyih Campus

In September 2005, the Malaysia Campus moved to its new purpose-built campus at Semenyih, 30km south of Kuala Lumpur city centre. Occupying a scenic position overlooking green hills on a 101-acre site, and designed to mirror the attributes of University Park in the UK, the campus is a self-contained and self-sufficient neighbourhood village in a garden environment with over 4500 students. It combines a high-quality living environment with state-of-the-art learning, teaching and research facilities. Other campus amenities include:

- a purpose-built sports centre and swimming pool

About Us


Newcastle University UK, has established an international branch campus, Newcastle University Medicine Malaysia (NUMed) in Johor, Malaysia. The campus provides undergraduate degrees in Medicine (MB BS) and Biomedical Sciences (BSc), as well as opportunities for postgraduate study.

The programmes of study are identical to Newcastle’s UK-based provision, and lead to the award of the same degrees, conferred by Newcastle University, UK. By choosing to study at NUMed Malaysia, students will obtain a reputable UK qualification, from an internationally recognised university, at a cost significantly less than that of studying for the same degrees in the UK.

The undergraduate Bachelor of Medicine/Bachelor of Surgery (MB BS) degrees were launched in 2009, the Biomedical Sciences BSc Honours was launched in 2013 and our Foundation Certificate in Biological and Biomedical Sciences was launched in 2016.

NUMed Malaysia’s MB BS also meets the UK’s Quality Assurance Agency’s (QAA) Code of Practice and is in alignment with QAA subject benchmarks. The last QAA review took place in 2016. The QAA commended our management of academic standards and quality of learning by giving us a 'judgement of confidence' – the highest rating available.

Quality governance of the programme is also overseen by the Malaysian Medical Council (MMC) and the Malaysian Qualifications Agency. NUMed Malaysia is fully recognised by both the General Medical Council (GMC) and the MMC. NUMed Malaysia adopts the published guidance on UK medical education delivered outside the UK available on the General Medical Council website.
