Charging rate of the phone varies.
Final stage is slowest (trickle charge) From 42%/hour to 36%/hour to 30%/hour. At 42% it is drawing ~1500mAh only. (Note3 1800mah++) Samsung concerned about the battery longevity too. Lesser mah= cooler =better for battery
