Since you live in KL, plan with umobile is the cheapest. Also if you terminate the plan later, you only pay much lower price than retail/normal shop.

No telco is perfect. It you are happy with Celcom coverage, stick with it. 38 is very good price. One up with be the 80 first gold plan. 5+5GB plan. Then you can sign a one year commitment and save a few hundred ringgit. 

Or just buy outright and stick with the 38 plan.  Paying more for some thing you don't use is a big cost in the long run.

I concur with the rest... don't just sign a contract and end up paying high commitment fee for what you don't use, you might have to end up paying more than just buying the phone outright. Plus telco plans are getting more and more competitive... not signing a contract gives you the flexibility to switch later on when you see a more suitable plan with good coverage at your area.
