I'm also looking into 64GB SE to replace my aging close to capacity 16GB i5...currently on Celcom 38...3GB is just enough every month for me..to go with plan or not? hmmm

Or just buy outright and stick with the 38 plan.  Paying more for some thing you don't use is a big cost in the long run.

Plus telco plans are getting more and more competitive... not signing a contract gives you the flexibility to switch later on when you see a more suitable plan with good coverage at your area.
