I'm helping my friend to search for the owner of Apple iPad (3rd Generation) WiFi+4G found on express bus. The iPad already restored and there's no way to contact the owner.

What I already do,

1. Call Apple Support
- They can't give owner information, ask me to report to the police.

2. Call Apple Service Center, Switch
- Can't give owner information, the way they advice me like i'm doing something wrong (like steal it?) because of the restored device.

3. Report to police
- They told me to just keep it and search the owner using social media. They will just keep the device in their store if i report it.

So i'm out of option now on how to settle this. I don't want to keep this thing with me and i can't give this to someone else because my record of having this item already in apple system. Can anyone advise me?

If i know this is so hard, i'll not help my friend to find the owner.
