for wasap or any other apps that needs realtime push notification, u need to disable batt optimization for tat specific app(s).

settings > batt > batt usage > more > optimise batt usage > all apps.

if im not mistaken, stock launcher only can show counter for official common supported app (fb,wasap, etc)
for 3rd party launcher u can set as u like. im using nova prime for instance.
that is more like app hibernation if not using or less frequent. like quallcomm battery guru.
