The problem with the lady was she took it out on the management and not the owners. Somehow this compelled the management to probably change their park rules.

The other side of the story was she took her son to play in a free range area for dogs. So it's her fault too.

Tl;dr of the whole thing, owner and mother at fault. Management and other dog owners were the poor parties caught in the middle of all the crossfire. Don't mean to stereotype, but the owner holding on to 3 Rottweilers was probably attempting to show off. You don't see this with other dog owners, but for some reason, those who like to own guard dogs love showing off. Sorry to say.
