However, MCM spokesperson Sheikh Raffie says it is still reviewing the fee and determining the optimal usage of the 700MHz, 2,300MHz, and 2,600MHz spectrum bands by the end of 2016 as previously announced and he is not aware of the possibility of a foreign telco player getting the spectrum. The Chinese telco will likely be the second foreign player to enter the market after Norway’s Telenor ASA which controls Digi through a 49% stake in DiGi Telecommunications Sdn Bhd. Digi started operations in 1995. Opportunities for new players to operate in the telco industry will emerge following the recent reallocation of the telco spectrum from those that aren’t doing much with it to others with potential. After the refarming exercise, there remain 2x5MHz bands. Existing players will probably need to fork out a huge sum in spectrum fees, which may be front loaded. Observers expect the MCMC to reveal the amount by mid-year (2016). On Feb 1 2016, the MCMC announced the redistribution of the 900/1800MHz spectrum for a fee to Maxis, Celcom, Digi and UMobile for 15 years. The regulator intends to issue the spectrum assignment to the four players by August 2016 for full implementation on July 1, 2017. U Mobile Sdn Bhd, which had none of these blocks previously, was the fourth player to be awarded the new spectrum – 2x5MHz of the 900MHz band and 2x15MHz of the 1,800MHz band. Effectively, Celcom and Maxis’ blocks of the 900MHz spectrum will be reduced to 2x10MHz from 2X17MHz and 2x16MHz, respectively while DiGi.Com Bhd’s share increased from2x2MHz to 2x5MHz. For the 1,800MHz band, all three players’ share of the spectrum has been reduced to 2X20MHz from 2X25MHz each. but after Maxis financial result out.
