Many reseller still staying in general market, and they do it in general way.
If I ask such question, I can provide bare board without keycaps, but still the pricing is won't very far compared with full keyboard with keycaps.
And it depends on brand, I able to do it for Filco keyboard that I sell. 

Not everyone has the budget to go custom, im saying this even though I hate those stock abs keycaps. It's there for people who just got into mechkb, or has the budget to only have 1 keyboard.

Better keycaps = more budget for manufacturer, in the end, they will use this chance to drive the price higher and use the "premium keycap" as a gimmick.

one nice thing about custom is, you can stretch your budget across a few months.
as in, you don't sekaligus get all the parts, that's why it's also called building your own custom keyboard.
and that's what i did when i'm building my nerd tkl.
i bought my parts from different places and different time, depending on my budget.
overall it took my about 3-4 months to collect all my parts (including research and switch&stab modifications)
and 5-6 hours in one seating to assemble it.

wallet, checked, still there despite all the hole patch. 
left nut, checked, still functioning very well. 
kidney, checked, still there. 

i saved some money however from harvesting old switches from old keyboards instead of getting new ones.
but to be honest, i purposely wanted old mx black switch because the older generation of mx blacks (aka vintage blacks) are much smoother than the new ones.

and i also opt for acrylic case where it's so much cheaper than aluminium casing or cnc cases

o-rings, personally i say nay. the bottoming/clicky sound is music to my ears. whoever doesn't like that will have to get ear plugs instead, or have their eardrums removed simply because they don't know how to appreciate beauty sound. nah just kidding. the only annoying keys are clicky blue, if your colleagues or housemate or family really cannot tahan, then you can do them a favour by putting on the rubber orings.
if you learn how to control your bottoming power, it shouldn't be a problem. alternatively a better thing would be non-slip mat mod, but that requires voiding your keyboard's warranty and it wouldn't reduce the sound more effectively than o-ring.

Any idea what material those keycaps are? Polycarbonate (PC)?

PC, construction is flexible. PC normally use in transparent keycaps as well as frosted transparent.

There are some sticky cleaning gel like available in market and very good for cleaning mechanical keyboard. PS: ONLY use it for plasticky surface, do not try it on any surface with rubber like coating, it will fuck up the coating.

Thanks for warning, I haven't any first hand experience on o-ring, been considering to get some. Anyway don't think I will like it.

Keycaps - definitely is like rupturing your wallet consistently once you got addicted. So save money just go for those top notch thick PBT (dye sub if prefer with legend), then you will not bother to have other cheap (er) keycaps invested anymore.

I think "majority" don't want to invest indefinitely into keyboard. Abs will get shinny easier with intensive usage by the nature of material. So going pbt should save some pennies
