2k can do a complete swap to DDR4 platform already 

DDR4 RAM is cheap nowadays (even cheaper than new DDR3 now due to stock overflow  ), so no need to worry about having to spend extra money for DDR4 RAM anymore, sell off your DDR3 if you want so you can add extra few hundred into the budget.

Taobao is selling CPU at very cheap price? If the price is very close to local one then just get the local one with local warranty, easy to claim warranty in the future and can get it on the spot (don't have to wait for it to be shipped from China/HK etc.).

Genuine or non-genuine, I cannot guarantee that yet because you know China is very capable in cloning things right   

If price difference is just RM 50 - RM 100 then I suggest you better go for local unit instead with box, sticker, HSF, receipt etc which you can sell it off easily next time to other people when you go for an upgrade again.

H170 Gaming Pro is an overpriced mobo, that price tag can get you a Z170 already

Yup I know you aren't going for OC, it is just the price of that H170 mobo is too expensive and if you were to get it, I will suggest you to get a Z170 instead.

And BTW since you don't plan to OC, AIO liquid cooler can be dropped completely too, it is not needed for a locked i5, but of course you can go for it if you insist to get one for aesthetic purpose.

AMD current CPU lineup is very old already, it is not worth to spend your money on it, better wait for Zen (upcoming AM4) platform which is expected to arrive in the next couple of months.
