If you cannot accept over budget (+RM 76), then downgrade to a cheaper monitor or GPU (GTX950/R7 370), but I recommend you to top up a bit for this build instead, should be able to last you quite a long time since you are a light gamer as you said.

A 240GB Samsung 850 Evo would be nice for something below Rm500 

Understood, different people have different personal preferences 
You can consider Samsung 850 EVO 250GB, Kingston HyperX Fury 240GB, Corsair Force LE 240GB etc.

Performance difference is not huge between them, any SSD in the market is fast enough for normal consumers to feel the difference if they are coming from HDD, so either one is fine, Kingston and Corsair one are much cheaper (they are below RM 400, perfect for money saving).

The chosen mobo is overpriced, RM 550 for a B150 chipset is within my "unacceptable" level, you could get a high end H170 or entry level Z170 already with such price tag.

2400MHz RAM on non-Z170 mobo is pointless since it will be downclocked to 2133MHz automatically.

GPU choice is somehow ok, but you can go for AMD RX 480 instead for the latest AMD Polaris architecture (runs better in DX12 titles and consumes slightly less power than GTX970).

The chosen PSU is a tier 3 PSU, you can swap to Seasonic M12II EVO/S12II for better internal components (tier 2).

CPU liquid cooler is not needed, can be dropped completely to save money.

ASRock Z170 Pro 4.

There is only 1 RX 480 model in our market currently which is the reference model, wait for non-reference model or GTX1060 to reach Malaysia first before making the final decision (my suggestion), GTX1060 is faster than RX 480 and GTX970 according to Nvidia.

Superflower Leadex Silver is fine but Seasonic one is more worth in value.

now my final confirmed budget would be RM6k....over my inital 5k budget but on second thought, im wont be building rigs for the next 5 years so should be ok...

i am considering to buy a ups for this build......and also a cherry mx keyboard...so 5.5k would be about right for the rig+monitor...

Alright then.

Skylake CPU does benefit from high speed RAM, I recommend you to swap to Corsair Vengeance LPX 3000MHz RAM, just require an additional of RM 100 on top of the Kingston RAM.

As for monitor, don't sit too close to the 27" 1080p monitor because the PPI is much lower on bigger screen, pixels can be easily spotted, ideal one would be 24" for 1080p and 27" for 1440p.

how many GB is your gtx1060?

kingston v400 ssd instead, that 240gb model is cheap/perform rm240 or something
also he normally recommends seasonic psu its cheaper and better hardware for its price range.
why not just get a normal cooler master 212 evo or something, from memory
its cheaper and quieter and similar/better performance. definitively more reliable in the long term department you mention rig will be for at least 5 years. cheap aio water cooler is not proven to be as reliable as standard coolers.
