Thank you very much for the updated info. My FD matures tomorrow and the timing could not be better.
I might overlook this and end up going for much lower FD promo without your updated info

No need open savings account so you just deposit and get the cert? That day the girl kept insisting that I must open a savings account and they must issue an ATM card and online pin to me. I keep asking the reasons and they said now is the standard practice. I told them not all banks required and she insist. So I have no choice but just to open. Opening account took me 45 min but then processing FD at counter only like 5 min. If opening account not necessary then I'm going to write in to them asking why the inconsistency.

Actually it's the counter staff who said cannot and I need to open savings. So I went to PB. The PB said must and also must get ATM card. It's the hassle of going through all this and wasted 45 min, of course also paying the ATM card charges though it's minimal.

Exactly same here. Went OCBC Puchong branch and made to do the same. Waited like about half an hour.

Sent a nasty e-mail to UOB on different treatments, why some customers not required to open savings account but some required. Eventually they called me and confidently said that this is the policy across all their branches and asked me to provide them the branch which did not comply, they will investigate and revert. I eventually just tell them to close the case and not pursue further

Ya I also don't want to argue with them, just frustrated not because of the ATM fee but because it's time consuming opening an account.
I feel the instructions to branch inconsistent too, because I was outright rejected by the teller then only I went to the personal banker to open account
