mostly because the HDD has encountered some bad sectors...

And yes, the HDD is dying, so better backup and replace it....

try this:
go to Service, scroll down and look for windows update, right click to go into properties, select Disabled, then stop the service.

the company laptop that was assigned to me and 1 of my personal laptop always 100% at disk usage, after i did the above, no more kacau. but need to manually update windows tho.

google and u will notice this is a very common problem

well some time windows background operations or windows update might be the issue. check and see which app taking the most disk usage with task manager. SSD is the solution if you want to minimize this.

here what I did, I reset install windows 10 after cant shut down properly of course there an error on the disk already since 100% usage made windows lag and not responding and the repair drive fail, yup wipe out other application but keep the files in reset.
when done reset to new windows, not much hog on hard drive usage, only thing is windows update will do 99% of usage after that back to normal

Use 3rd party software to scan your HDD health.
If you HDD health is bad, it's time to replace.
Would suggest you go for SSD instead HDD, you can feel huge performance differences.

So far for windows update, i did not encounter 99% usage issue.

SSD - Windows OS
HDD - Storage
