you can buy a steam wallet code and gift it to your friend, he loaded it on his account and purchase the item you wanted from steam market then wait 7 days before he can trade you the item

yes a US steam wallet code can be used on malaysia steam account, the currency will be automatic adjusted to malaysia ringgit

and btw the paypal gift link only US resident can buy
