I am thinking about studying in Japan too and I can tell you you will need 5-10k ringgit a month for living expenses. It is very hard to do with less than 5k.
I think that spending less than 20k for 4 years for living expenses is bs. It is not possible unless someone else is paying for you.

To learn to speak the Japanese language and communicate using it it not a very hard thing to do. The Japanese Grammar is not the hardest grammar in the world, I find it easier than English.
But to master the language is quite hard. One standard and recognised Japanese language test is the JLPT which has four levels. Level 1-3 is can be passed with 2-3 years of learning Japanese and speaking it as well, with a vocab of 2000-3000 words and their respective characters. But the JLPT level 4 is a very hard test that alot of Japanese themselve fail.
