10mb here. Anyone else can't stream twitch smoothly? have to view in high quality instead of source quality

Seems twitch is smooth again streaming in Source quality.

Online game using SG server seems to be high ping. Instead of normal 15 now it goes to 300. IP range is 110.159.xxx.xxx. Anyone else having the same problem?
