How old is your son? This "usually everybody gives up and he gets a day off school" he knows will happens when he throws tantrum. That's why he does it.
My 3 yo daughter does that the 1st week of pre-school. Had a chat with her so that she understands she needs to go to school while we work.
We also did a reward system where she gets a heart if she's good the day (no crying, tantrums, etc) for every day for the whole month, she'll get a reward that she likes.
Now she happily goes down from the car with her teacher to school. But she throws a tantrum or cry once a while as she doesn't want to go to school but we didn't give an off day from school. We just drop her her at the pre-school while she's crying so that she knows she will still need to attend school no matter what. This part you have to be very firm and not give in to your son's crying. Anyway, my daughter stops crying after we left and the teachers will take care of her and she'll start playing with her friends.
Actually, kids nowadays are very smart, they pick up things very fast. My daughter speaks Hakka (from my side), Cantonese (from her mom side) and Mandarin (in school) & English (in school and Youtube Kids). BTW I'm English educated and my wife is Chinese educated.
Plan to send her to Chinese school when she's older.
