 Refund on booking, Seek advise on booking refund situation

Hello all,
Last year in November, I put up a booking for a unit under development. Expected to finish this year. I set a condition with the sales agent that I would need to discuss with my brother or parents to have the loan to be joint-name. Unfortunately they didn't agree. So two days after, I cancelled the booking and asked for the refund. The sales agent agreed.
The sales agent transferred me to their financial department. One guy in charge of issuing the refund. But until today i have yet to receive it. Where do I stand legally? They said the process would take only 21 days, but it has been 2 months. I received only 4 replies from the person in charge, I tried calling him but no answers. Now the COO is taking over my case and he said it would take another 2 weeks. Most likely after CNY. It is frustrating because the person in charge never update me on the progress. And I have been waiting too long for it. Hope someone has gone through similar experience and would care to share here.
p.s. I made the booking at one of the property stands in a shopping mall.

Do you have the original official receipt evidencing payment has been made to the real estate company? If so, keep it carefully because your entire claim will be based on that.

Do they have an email, if so, put everything in record because when things are done verbally, there's no record to show that you have attempted numerous times in requesting for the update. Plus, if they have confirmed to you in writing the time when the refund will be process, it can be held against them.

At this juncture, they have not tell you that they will not refund so basically, you can't do anything to them other than issuing a letter of demand to them threatening them that if they still fail to refund to you the sum without 14 days from the date of the letter then you reserve the rights to bring an action against them.
