i think what he say is he see the current price is 0.615, but best selling is 0.62, so what he see 0.615 current price is the last traded market price of Opensys. based on the queue, it seems like last transaction is somebody sold their share at 0.615.

Which means someone wants to throw it at cheaper price at 0.615. You can see the buy queue on the left side queueing at 0.615. So if anyone wants to sell to these people who's queueing at 0.615, then you will see this transaction occurs at 0.615 and the share price is now at 0.615.

Second liners are usually the most volatile one. They go up fast but also go down fast.
