Nooooo...... IB don't buy the company shares from the IPO before going into it.

IB would normally do the book building and placement only. so they get the placement agent fee here.

they don't own the shares and resell it.

and in Malaysia, the principal adviser will also have to be the underwriter (joint, as the case may be). They will collect an underwriting fee from this, they will only underwrite the shares if the shares are undersubscribed. This is typically for the public portion only, as those institutional investors would have come in with their undertakings during the book building process, etc.
