A simple rule of thumb according to the books..

1. For traders/speculators buying goreng stocks with weak valuation or fundamental, have a cut loss policy, whether it is 10% or 15%, etc.

Do NOT catch a falling knife by buying more shares. Preserve your capital by cashing out and live to fight another day.

2.  For true investors, look at the valuation and fundamental of the company. If nothing has changed and the price dropped, we can consider averaging down by buying more of the stocks.

I am planning to day trade Bornoil next week but with small amount. Company prospects look promising. Not too sure about the validity of their claims regarding the discovery of new gold mines.

I think it can be 10% risk per trade as long as it is only 1% risk of your capital.

Dont solely depends on simply wall st's number. According to the source, HLT is significantly undervalued, but when you dive into the numbers. They dont make sense.
