hi..i just start ubering last week...now uber implement upfront fare.. does the fare change if i use longer route?

if you received rider destination outside uber city zone, uber tell us to decline the job. this is what i received when ask in uber help. Because uber will not responsible for anything if you accept it. so if got this kind of request do it as outside deal.
