You have no right to visit the under-construction property even though you have bought the property.
It is similar to buy a car and want to visit the factory to see how your car is assembled.
It doesn't make sense.

I urge forumer take their own due diligence on some ill advice posted.

1. You cannot enter an under-construction area simply, it is deemed intruder.
2. Work place has safety hazard issue that's why it needs to be fenced up.
3. You do not own the property until it is delivered to you, so you have no right to access the area.

A simplified version,
You buy a fried chicken at a restaurant, you have no right to demand to go inside the kitchen to see what oil and chicken they are using.
