always try local storage backup & restore if possible (For me just much more quicker since dont have to upload so much MBs/Gbs to cloud .

if u have local phone storage backup , after move the "whatsapp" folder in it , try restart then only fresh setup new whatsapp . it shud prompt restore option by now .
