It is only for the character that complete all achievement or all the character that reach level 70 after achievement?

Just check at the website, u will get the gift pack but only for the character that open it

Set items are confirmed based on whichever hero that reach lv70 in season only. But i don't know whether you can get another set when pushing 2nd character to lv70 in season as well.

It was like this: when you finish 1 chapter, you will received a pack call Haedrig's Gift. when you open the pack with your character, you will received one of the set item for it. you can have multiple hero open the pack but if you do that, u will not getting the full set |
