D750 is full frame. The tokina 11-16 I've recommended was for apsc dslr camera such as D7200. For Full frame such as your nikon D750, you should look at Tokina 16-28 f2.8. But for Full frame, you has much more choices depending on your budget. Other than the Tokina, one of the most expensive options would be the Nikon 14-24 f2.8, Sigma 14-24 f2.8 and Nikon 17-35 f2.8 and Sigma 14 f1.8 (prime). If you are on low budget, you can look at samyang 14mm f2.8, which is even cheaper than tokina but it is a manual lens.
the 23mm is too zoomed in for what you want to achieve. If you don't want to get the samyang 12/viltrox 13, then perhaps you can do like what darkside said, take 2 photos, one focus on the sky and the other focus on the foreground and stack them in photoshop
